Winter plowing and snow removal contract specs...
WINTER CARE
A. Trigger Depth
The trigger depth is defined as the amount of snow accumulations of a single snowfall needed to
activate snow removal services. If the new snow accumulation does not hit the trigger depth, snow
removal services will not take place (unless requested at the attached fee schedule). Snow will be
measured on site, on paved surfaces.
PLOWING: 1.5” snow accumulation SHOVELING: 1.5” snow accumulation
B. Plowing
o FULL PLOWING
The full plowing deadline for this contract will be w/i 12 hrs. This includes one full plowing of
private parking lots, drive lanes and parking stalls upon cessation of snow. During continuous
snowfalls all areas will be plowed again the following night. Cessation of snow is defined by the
end of precipitation for a given snowstorm that meets or exceeds the specified trigger depth in
this agreement. Private roads, drive lanes and parking stalls will be plowed once following a new
snowfall of 1.5” accumulation
o OPEN UP PLOWING
During continuing snowfalls exceeding 3" or more, a 14' plow pass will be made to the drive lanes
and streets to allow reasonable access to the Client. The open-up pass will be made
prior to 7:00 AM or 5:00 PM. For each 3 inches received during the snow fall.
o DRIFT PLOWING
After periods of excessive blowing and drifting, the contractor shall touch up streets, drive
lanes, loading docks and parking areas at the hourly rates listen in SECTION E.
o SLUSH PLOWING
Slush plowing may be ordered at the hourly rates listed in SECTION E. The timing of this service
should be done in accordance with above freezing temperatures, or when sunlight causes the areas to
become soft enough to be scraped.
o DRIVE STAKING
Drives will be staked at the discretion of Village Green Landscapes. The purpose of the drive
staking will be to mark areas that will minimize the damage as much as possible until frost sets in
and snowbanks are built up. Standard flags will be used as part of the contract; fiberglass or
rebar stakes can be substituted at additional cost of $7.50 per stake.
o NON-SEASONAL SNOWFALLS
In the event of a non-seasonal snowfall occurring outside of the contract term, the time deadlines
listed will be extended as needed by the Contractor to convert to snow operations. Due to the
additional mobilization times and costs, plowing and shoveling outside the contract term dates must
be requested and will be billed at the regular rates provided in SECTION E.
C. Shoveling
o Snow shoveling services will commence only after a trigger depth of 1.5” of new snow
accumulation. Private sidewalks, city walks and garage aprons will be shoveled or blown once per
snow event. For snowfalls up to 8.0", shoveling shall commence w/i 12 hrs of cessation of snowfall.
For accumulations of 8-12", the time deadlines extend to 18 daylight hours. Heavy snowfalls and
blizzard conditions would enact the clause stated below relating to operations and billing for said
events.
o Fire hydrants staked by the City within the development will be cleared once to a width of 2'
radius of the hydrant after snowfalls of the specified trigger depth. This will be done at the time
of final shoveling. If the City of Burnsville piles in the hydrants, Client will notify Village
Green Landscapes to clear the Hydrants at the rates listed in SECTION E.
o Mailboxes will be cleared at the time of shoveling; this is to be done one time at the time of
final shoveling. In the event that the City of Burnsville plows buries the mailboxes, Client agrees
that extra time will be allowed for Village Green Landscapes to come back to clear those areas and
will be done at the rates listed in SECTION E.
o Open up shoveling is not included in this specification, but may be ordered at the rates listed
below in SECTION E.
o HEAVY SNOW AND BLIZZARD CLAUSE – In the event of heavy snow, defined as accumulations greater
than 12” in a 24 hr period, or blizzard conditions as outlined by the nearest reporting National
Weather Service station in proximity to the site, Village Green Landscapes reserves the right to
bill for sidewalk clearing services on a time and materials
basis. Full-width clearing deadlines will also be extended to 36 hours from snowfall cessation.
o Walks are to be maintained during daytime snowfalls throughout the business day in accordance
with specified site walk open trigger.

Dear Owners,
Because it took longer for the towing signs to arrive at captains towing for our association this
was put off - they have arrived and will be installed by the end of week.
Towing goes into effect Monday 11/4/2024. Please remember no expired tabs, no broken-down vehicles
not running and be sure to email the office@premieram.com if you need a guest exception overnight
in guest parking. They are able to review who owns the car so owners in guest parking will be
towed.
The Board has voted to proceed with a new vendor (Captains Towing) for street surveillance and
towing. The following is a notice beginning October 1st, 2024, the following will take place in
your association. There will be drive throughs every day and overnight to tow vehicles not following
the following guidelines. This will be at the owners’ expense to recover your vehicle from impound.
The new signs will be up by the end of the week.
There are two areas of guest parking that can be used by guests only and those signs are installed.
There is one area where a no parking sign will go up because it is used for backing out of a
driveway not a guest parking area.
A. No vehicle belonging to an owner, occupant, or their guest shall be parked in such a manner as
to impede or prevent ready access to any road, driveway, mailbox, or other parking spaces.
B. No motor vehicle shall be parked on any part of the Common Elements, other than on a driveway
and guest parking, between the hours of 2:00 a.m. and 6:00 a.m. YOU WILL BE TOWED
C. No motor vehicle may be parked directly across the street from another motor vehicle.
Parking on both sides of the street is prohibited.
D. No motor vehicle shall be parked at any time along the berm of McAndrews Road East.
We thank everyone for your cooperation with this new process.
We are trying to give plenty of notice to be sure your garages and driveways
can be used for vehicles and not storage.
